UR criticised for incorrect consultancy purchases

UR, the Swedish Educational Broadcasting Company, purchased consultancy in Human Resources without adhering to the procurement rules. The Swedish Competition Authority is now criticising UR in a supervisory decision.

UR has not adhered to the requirements of procurement rules for advertising eventhough the Human Resources Consultancy Agreement exceeds the limit of direct procurement. Moreover, the Swedish Competition Authority thinks that an advertisement should have been issued. UR is thus guilty of unauthorised direct procurements.

“By not advertising a procurement, competition is distorted. Other potential suppliers have not been able to compete for the contract”, says Rikard Jermsten, Director General of the Swedish Competition Authority.

Since the violation of the law is older than one year, it is not possible for the Swedish Competition Authority to go to court and demand that the UR be ordered to pay a procurement fine.

“When the procurement rules are not complied with, legal security is violated. In addition, the risk of corruption increases”, adds Rikard Jermsten.
