Request for the payment of procurement fines by Norrbotten County Council

The Swedish Competition Authority is requesting that Norrbotten County Council be ordered to pay procurement fines after conducting the illegal direct award of contracts.

The County Council purchased services for the transport of deceased persons for an amount in excess of SEK one million in 2015. This is almost double the threshold for the direct award of contracts, which at the time was SEK  505,800. Therefore this is a matter of an illegal direct award of a contract and a violation of procurement law.

“Illegal direct awards of contracts are infringements which we prioritise in our supervisory work on how the procurement rules are followed. Notice of public procurements is to be published so that a larger number of possible suppliers are able to submit tenders”, says Dan Sjöblom, Director General of the Swedish Competition Authority.  

The Swedish Competition Authority has now turned to the Administrative Court in Luleå to request that the court order Norrbotten County Council to pay procurement fines of SEK 80,000.
