Hällefors Municipality faces procurement fine

The Swedish Competition Authority is demanding that Hällefors Municipality pays SEK 190,000 in procurement fines for the illegal direct award of two contracts. The contracts concern carpentry and painting works on a building in Björskogsnäs which is owned by the municipality.

When renovating one of its properties as part of the recording of the television programme “Sommar med Ernst”, Hällefors Municipality concluded two contracts concerning carpentry and painting works with a combined contract value of just below SEK 2.5 million. The property is located in Björskogsnäs nature reserve and is owned by the municipality.

These two infringements of the public procurement legislation has prompted the Swedish Competition Authority to file actions to the Administrative Court in Karlstad in two cases (carpentry and painting works), demanding that the municipality pays a total of SEK 190,000 in procurement fines.   Illegal direct awards are high-priority infringements in the Swedish Competition Authority’s supervisory work of public procurements.  

“If no contract notice is published, thereby excluding multiple suppliers to bid for the contract, there is no guarantee that the best deal will be concluded,” says the Swedish Competition Authority Director General Dan Sjöblom.

“Procuring authorities must respect the regulations not only when conducting procurements of their own, but also when various suppliers contact them to sell goods or services, in this case a television programme“, says  Dan Sjöblom.
