Purchase of food did not follow the rules on procurement

When the municipal conference company in Norrköping bought food and drink, the rules on procurement were not followed. The Swedish Competition Authority therefore demands that Louis de Geer Konsert & Kongress i Norrköping Aktiebolag is ordered by the court to pay SEK 260,000 in procurement fines.

“Illegal direct award of contract is a serious infringement of the rules on procurement. With announced procurement, the chances increase that the supplier that offers the most beneficial terms wins the contract,” says Rikard Jermsten, Director General of the Swedish Competition Authority.

During 2018, Louis de Geer Konsert & Kongress, which is wholly owned by the municipality of Norrköping, bought alcoholic drinks and food to a value of SEK  3 671,723 from a large number of suppliers without announcing the purchases. According to the Swedish Competition Authority's assessment, the conditions for direct purchasing were not met.

The event was brought to the attention of the Swedish Competition Authority via the authority's monitoring. The Swedish Competition Authority now demands that the Administrative Court in Linköping orders Louis de Geer Konsert & Kongress to pay SEK 260,000 in procurement fines.
