The choice of procedure for publication of a contract notice is determined by the estimated value of the contract, the type of contracting authority and, when applicable, the category of service. A direct award of contracts does not need to be published and nor does a contract notice need to be published in certain, special situations specified in the Act in the case of a simplified procedure and in the case of a negotiated procedure.
The European Commission has produced a special nomenclature called the ‘Common Procurement Vocabulary’ (CPV) for products, services and works. The CPV nomenclature must be used when publishing a contract notice above the thresholds. A special conversion table shows whether a service is an A- or B-Service.
